AIDS Healthcare Foundation agrees to $1.44 million settlement resolving federal allegations over Medicare Advantage diagnosis codes
AIDS Healthcare Foundation agreed to pay $1.44 million to resolve Justice Department allegations that it submitted, or failed to delete, inaccurate or unsupported diagnosis codes that increased Medicare Advantage payments. The government alleged that some potentially unsupported codes were not removed until 2024 or 2025, after AHF learned of the federal investigation. The settlement does not constitute a determination of liability.
Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.
Donor relevance
Why this matters
The agreement converts whistleblower allegations involving federal health-program payments into a financial settlement and provides donors with a concrete outcome. AHF also reported that it strengthened its compliance program after weaknesses were identified.
Attribution
Who reported or established this
The allegations were made by the U.S. Department of Justice and arose from a False Claims Act case brought by former AHF risk-adjustment coder Donna Irons.
Evidence limits
What remains unverified
No Halo has not independently established that AHF knowingly submitted false claims, the total value of any disputed overpayments, or the effectiveness of the compliance changes. The Justice Department stated that the resolved claims were allegations only and that there was no determination of liability.
Right of reply
Organization response
AHF said it cooperated with the investigation and undertook proactive remediation. It said the identified weaknesses did not result from bad intent and that it used the process to strengthen its compliance program.
