San Francisco Chronicle reports HomeRise retained an executive after an investigation found an undisclosed vendor connection

The San Francisco Chronicle and UC Berkeley’s Investigative Reporting Program reported that a HomeRise outside investigator found housing operations director Jared Parker violated policy by failing to disclose a financial connection to BM Business Consulting’s founder and by denying that connection. HomeRise continued employing Parker and using the vendor for several months before firing him in May 2026. The report appeared as HomeRise announced it would shut down after years of financial-control failures and the loss of major city contracts. A city attorney investigation remains ongoing.

Donor relevance

Why this matters

The reported conflict involved vendor selection and potentially hundreds of thousands of dollars at a publicly funded housing charity already facing serious financial-control problems. The organization’s planned closure affects supportive housing and services for about 1,500 residents.

Attribution

Who reported or established this

The conflict findings were attributed to an outside investigation commissioned by HomeRise and reviewed by the San Francisco Chronicle. Payment and procurement details were reported by the Chronicle and UC Berkeley’s Investigative Reporting Program using contracts, invoices, internal communications, court records and interviews. San Francisco agencies called the incident a contributing factor in HomeRise’s collapse.

Evidence limits

What remains unverified

No Halo has not independently audited the total paid to BM Business Consulting, determined what portion came from public funds, established whether Parker held an ownership interest in the vendor, or reached conclusions about possible civil or criminal liability. The city attorney investigation remains unresolved.

Right of reply

Organization response

HomeRise spokesperson Dan Cohen called the findings serious and said the organization brought in independent investigators and acted on their findings. HomeRise declined to discuss personnel details. Parker said the reporting was part of a smear campaign and that reporters were looking for something that was not there; he did not answer detailed follow-up questions. BM Business Consulting’s founder did not respond to the newspaper.
