HomeRise board announces wind-down after contract losses and reported financial dysfunction

HomeRise’s board announced an orderly one- to two-year wind-down after San Francisco declined to renew four of its nine supportive-services contracts. The San Francisco Chronicle reported that the nonprofit operates 17 housing complexes serving more than 1,500 residents and received about $240 million in public funding over four years. The closure follows reported financial-control problems and an ongoing investigation by the Chronicle and UC Berkeley’s Investigative Reporting Program into resident deaths, alleged sexual assaults by staff and other operational failures.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The wind-down affects housing and support services for more than 1,500 formerly homeless residents, the future of roughly 150 employees and the transfer of a substantial publicly financed property portfolio.

Who reported or established this

The closure, contract losses and operating details were reported by the San Francisco Chronicle, citing HomeRise’s board and San Francisco officials. The allegations concerning neglect and staff conduct were reported by the Chronicle and UC Berkeley’s Investigative Reporting Program. Financial-control concerns were also attributed to a 2024 city audit.

Evidence limits

What remains unverified

No Halo has not independently established responsibility for any resident death, the alleged sexual assaults, the complete extent of financial mismanagement or whether the planned transfers will preserve services without disruption. The city attorney’s investigation remains unresolved in the consulted material.

Organization response

Interim CEO Tim Daniels and board president Don Falk described the plan as an orderly, resident-centered wind-down. HomeRise said residents should remain housed with services continuing during the transition and said it would seek a CEO to lead the dissolution process.
