Former arts council employee ordered to repay approximately $1.1 million
A federal judge ordered former operations manager Suliana Caldwell to pay approximately $1.1 million in restitution on September 8 following her theft of about $1.8 million from the Fresno Arts Council. Reporting described $901,844 in fraudulent PayPal charges being reversed, but uncertainty remained over repayment to Fresno. The restitution order was against Caldwell, not the nonprofit.
Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.
Donor relevance
Why this matters
The order advances accountability for a major loss, but it does not establish that missing public arts funding has been recovered.
