KQED reports Hospice East Bay staff are striking over planned layoffs and program reductions
KQED reported that Hospice East Bay’s parent organization, Chapters Health System, planned to eliminate more than 20 positions, including nurses, social workers, chaplains and other staff. The cuts represent a second layoff round, bringing reported position reductions to 30 within a year. Employees began a seven-day strike on October 5 and said music therapy, a children’s grief program and some bereavement support had already been discontinued or would be reduced.

Donor relevance
Why this matters
The layoffs and service reductions could affect hospice care, grief counseling and donor-supported programs. They also test assurances and operating conditions associated with Hospice East Bay’s 2025 affiliation with Chapters Health System.
Attribution
Who reported or established this
Layoff totals, projected caseload effects and labor allegations were attributed to Hospice East Bay employees and their union. KQED independently reported the strike and reviewed the affiliation’s background and California attorney general conditions.
Evidence limits
What remains unverified
No Halo has not established the final number of layoffs, the eventual effect on patient care, whether every discontinued service was required under the affiliation conditions, or whether management committed labor-law violations. The layoffs were reported as planned rather than completed.
Right of reply
Organization response
Chapters Health did not directly explain the layoff decision to KQED. Regional director Tonya Lyons said management was disappointed by the strike, would maintain patient care with a contingency team and remained committed to reaching a contract supporting long-term sustainability and future growth.
