News & Observer reports state review of $1 million grant linked to lawmaker’s former nonprofit board role

The News & Observer reported that North Carolina’s budget included a $1 million directed grant for Progressive Land Developers CDC, a small Harrisburg charity that did not request the money. State Rep. Nasif Majeed requested the appropriation, and the nonprofit’s incorporation papers identify him as a board member, although he and the organization’s chairman said he left the board in late 2025. A state budget official said the office would review ethics guidance before releasing the money.

Donor relevance

Why this matters

The appropriation is exceptionally large relative to the charity’s reported operating history, and the lawmaker’s past board connection raises donor-relevant questions about disclosure, grant oversight and conflicts of interest.

Who reported or established this

The connections, financial figures and pending state review were reported by News & Observer investigative reporter Dan Kane, based on budget records, incorporation documents, ethics disclosures and interviews.

Evidence limits

What remains unverified

No Halo has not established that any law or ethics rule was violated, that Majeed remained on the board when he requested the grant, that the money has been released or that any charitable funds were misused.

Right of reply

Organization response

Board chairman Ibn Tamir Abdul Mutakabbir said the nonprofit had not requested the grant, plans to develop a community-informed use for it and intends to comply with all requirements. Majeed said he left the board in 2025, would not profit from the grant and omitted the affiliation from his ethics disclosure through oversight.
