Connecticut-commissioned auditor reportedly found substantial SHEBA grant costs lacked adequate support
Inside Investigator reported that a Connecticut Department of Economic and Community Development review found substantial unsupported costs connected to SHEBA programs funded through Blue Hills Civic Association and Upper Albany Neighborhood Collective. The reporting identified at least $630,000 associated with SHEBA for which adequate supporting documentation was not provided, including a resource-center program with significant payroll spending. Unsupported documentation is not, by itself, proof that money was misused.
Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.
Donor relevance
Why this matters
The charity received substantial public funding, and documentation gaps can impede confirmation that grant money reached intended programs and beneficiaries. The organization and related transactions have also appeared in records sought through a federal subpoena.

Who reported or established this
Inside Investigator reported the findings from an independent review commissioned by the Connecticut Department of Economic and Community Development and performed by auditor Emilie Deveraux.
Evidence limits
What remains unverified
No Halo has not independently reviewed SHEBA's complete accounting records, established that any person misused funds or determined the outcome or target of any federal investigation. The final allowability of questioned costs remains unresolved.
Right of reply
Organization response
No direct response from SHEBA was located in the consulted material. Upper Albany Neighborhood Collective reportedly said the programs used the money appropriately and fulfilled their intended purpose, but the auditor said adequate documentation was not provided to substantiate that conclusion.
