Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The plea establishes that the organization’s president used the appearance and authority of federal agencies to market paid credentials. People who bought CEMA training or identification may have relied on false claims about government endorsement, legal authority or immigration protection.

Attribution

Who reported or established this

The guilty plea and description of the scheme were reported by the U.S. Attorney’s Office based on court documents. The underlying federal affidavit also identified CEMA as a Massachusetts nonprofit corporation.

Evidence limits

What remains unverified

No Halo has not established the total amount collected, the number of paying participants, whether other CEMA officers participated knowingly, or what assets may be available for restitution. Sentencing remains pending.

Right of reply

Organization response

No response to the guilty plea was located in the consulted material. A CEMA website consulted during the sweep continued to describe the organization as an agency of the United States, a claim federal authorities said was false.
