House tax committee says BreakThrough News has not complied with a congressional subpoena; the nonprofit calls the inquiry unconstitutional

The House Ways and Means Committee said BreakThrough News and two other tax-exempt organizations had not provided documents required by subpoenas issued in July. The committee is examining possible foreign influence involving donor Neville Roy Singham and requested records about funding, governance, organizational structure and foreign relationships. BreakThrough News disputes the committee’s stated basis and says the demands burden freedom of speech, press and association.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

An unresolved congressional subpoena involving internal financial and governance records presents legal, operational, fundraising and reputational risk. The committee has threatened depositions and additional enforcement action if it does not receive the requested material.

Attribution

Who reported or established this

The noncompliance and foreign-influence claims were made by House Ways and Means Committee Chairman Jason Smith and committee Republicans. BreakThrough News, through its attorneys and public statements, characterized the inquiry as an unconstitutional effort to punish its journalism and political viewpoints.

Evidence limits

What remains unverified

No Halo has not established that BreakThrough News is controlled by a foreign government, violated federal tax law or unlawfully withheld subpoenaed material. The consulted material does not show a court ruling enforcing the subpoena or a completed government finding of wrongdoing.

Right of reply

Organization response

BreakThrough News said it formally responded through counsel, asserted First Amendment and other legal objections, and rejected the committee’s investigation as an attempt to smear or silence an independent newsroom.
