Urban Institute reports improved enrollment and family outcomes after Tennessee Early Connect launched

An Urban Institute evaluation reported that Tennessee Early Connect generated more than 4,500 referrals of pregnant women to evidence-based home-visiting agencies during its first two years. Researchers found consistent improvements in enrollment, retention, and several maternal and child outcomes after implementation. They cautioned that the descriptive study does not prove that the initiative caused those changes.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The report documents a statewide pathway that connected thousands of families with support before birth and identifies promising improvements across multiple family outcomes. Its clear acknowledgment of causal limits makes the evidence more useful to donors, agencies, and home-visiting providers.

Attribution

Who reported or established this
