San Francisco placed MEDA on its highest-risk oversight tier after reported alleged employee self-dealing

San Francisco’s Controller’s Office assigned Mission Economic Development Agency a Tier 3 designation, the city’s most serious level of concern for nonprofit contractors. The action followed MEDA’s report that an employee allegedly made unauthorized expenses and engaged in self-dealing. The controller also identified broader financial-management and internal-control concerns that could threaten funding or continuity of service if not corrected.

Donor relevance

Why this matters

MEDA owns or operates more than 1,000 affordable homes and delivers housing and economic-development services under city agreements. Unresolved control or financial problems could affect public funding, affordable-housing projects and service continuity.

What remains unverified

No Halo has not established whether the employee committed self-dealing, the amount of any improper spending, whether additional people were involved, or whether MEDA has resolved every concern identified by the city.

Organization response

Executive Director Luis Granados said MEDA reported the issue, had worked with the Controller’s Office since April and was taking corrective steps. He cited layoffs and other cost reductions addressing cash-flow challenges and said he expected the designation to be removed. The controller said MEDA had been proactive in addressing concerns.
