Connecticut audit said The Prosperity Foundation could not adequately substantiate substantial consultant and pass-through spending

A final Connecticut Department of Economic and Community Development audit reviewed approximately $1.1 million provided to The Prosperity Foundation through Blue Hills Civic Association. Reporting on the audit said a substantial portion of the costs, including $450,000 in pass-through funding to third parties, lacked adequate documentation showing how the money was ultimately used. Auditors also raised oversight concerns about $60,000 sent back to Blue Hills Civic Association.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The inability to substantiate a substantial share of public grant spending creates material oversight and stewardship concerns for donors and government funders, particularly where money passed through multiple organizations.
