Connecticut-commissioned auditor reportedly found major documentation gaps in Prosperity Foundation grant spending

Inside Investigator reported that an independent state-commissioned review found that a substantial portion of $1.1 million provided to The Prosperity Foundation could not be substantiated with adequate documentation. The questioned areas included consultant payments, third-party organizations and $450,000 in pass-through funding. The auditor also raised concerns about oversight of $60,000 returned to Blue Hills Civic Association.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The findings concern a large amount of taxpayer-supported charitable funding and the ability to trace pass-through grants to their ultimate uses. Documentation and oversight weaknesses may expose the charity to repayment, compliance and donor-confidence risks.

Attribution

Who reported or established this

Inside Investigator reported the findings from an independent review commissioned by the Connecticut Department of Economic and Community Development and performed by auditor Emilie Deveraux.

Evidence limits

What remains unverified

No Halo has not independently audited the foundation, determined that questioned expenses were improper or established the ultimate use of the pass-through funds. Unsupported documentation should not be treated as a finding of theft or fraud.
