Minnesota attorney general settles alleged child-nutrition false-claims case with Partners in Nutrition for $18.5 million and dissolution

Partners in Nutrition, also doing business as Partners in Quality Care, agreed to pay $18,517,909.27, provide additional records and permanently dissolve under a consent judgment filed by the Minnesota attorney general. The settlement resolves state claims alleging that the nonprofit knowingly submitted false reimbursement claims for meals that were not served and failed to oversee sponsored food-distribution sites. Claims against the organization are resolved, while investigations of associated individuals, site operators and vendors remain open.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The nonprofit is surrendering all remaining funds identified in the settlement and dissolving, fundamentally changing the donor picture. The recovery will be returned through the Minnesota Department of Education to the U.S. Department of Agriculture, and affiliated investigations continue.

What remains unverified

No Halo has not independently tested the underlying meal records or established criminal wrongdoing by any officer, employee, vendor or site operator. The settlement does not resolve the potential personal liability of those parties.
