Partners in Nutrition agrees to pay $18.5 million and dissolve under Minnesota child-nutrition settlement
The Minnesota Attorney General announced a civil settlement resolving state claims that Partners in Nutrition, also operating as Partners in Quality Care, knowingly submitted false reimbursement claims for meals that were not served and facilitated fraud at food-distribution sites it sponsored. The nonprofit agreed to pay $18,517,909.27, produce additional records and permanently dissolve. Investigations of individuals, site operators and vendors remain open.
Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.
Donor relevance
Why this matters
The settlement concerns whether federal child-nutrition money produced the meals claimed, and it ends the organization that sponsored hundreds of meal sites. Donors and public funders face both a delivery-integrity issue and the operational consequences of dissolution.
Attribution
Who reported or established this
The fraud claims were made by the Minnesota Attorney General following a civil investigation conducted with the Minnesota Department of Education. The payment, document-production and dissolution terms are contained in a consent judgment accepted by Partners in Nutrition.
Evidence limits
What remains unverified
No Halo has not independently established how many meals were not served, which individual sites or people were responsible, or whether the dissolution will interrupt current meal services. The settlement does not resolve potential personal liability for officers, employees, site operators or vendors still under investigation.
