Federal audit questions $46,439 in Freedom Inc. grant costs; nonprofit accepts most recommendations

A Justice Department Office of Inspector General audit questioned $46,439 charged to victim-assistance grants and identified weaknesses involving expenditure coding, employee time, records, security deposits, supporting documentation, and performance reporting. The audit issued seven recommendations overall. Local reporting said Freedom agreed fully or partly with five of six recommendations directed to it but disputed repayment of more than $33,000 in contractor costs while it seeks additional documentation.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The audit provides an official, quantified assessment rather than an allegation alone. It also records substantial organizational agreement with proposed controls while leaving a significant repayment issue unresolved.

Attribution

Who reported or established this

The findings and questioned costs were issued by the U.S. Department of Justice Office of Inspector General. Freedom’s response was reported from its audit submissions.

Evidence limits

What remains unverified

No Halo has not established that all questioned costs will be disallowed or repaid. Questioned costs are not automatically findings of fraud, and additional documentation could change the final amount.

Right of reply

Organization response

Freedom agreed fully or partly with most recommendations and said it would work with the Wisconsin Department of Justice to locate documentation supporting disputed contractor expenses. It did not agree that more than $33,000 should presently be repaid.
