Minnesota regulators say Community Action Duluth remains broadly noncompliant and move to terminate key funding eligibility

Minnesota officials issued notice of their intent to terminate Community Action Duluth’s community-action designation and eligibility for more than $705,000 in federal and state grant funding. Regulators said the charity remained out of compliance with 42 of 58 organizational standards, had regressed under a required improvement plan and had late audits, unresolved debt, an unverified credit-card liability and internal-control problems. Officials expressly said they had found no evidence of fraud or criminal wrongdoing.

Donor relevance

Why this matters

Loss of the designation would remove a major source of restricted public funding and could force programs to another provider. The notice also raises significant questions about board oversight, financial controls and regulatory compliance.
