Michigan audit staff told lawmakers that state oversight of hundreds of MPHI agreements lacked adequate support
At a September 22 legislative hearing, Michigan audit staff described weaknesses in the Department of Health and Human Services' monitoring of agreements with the Michigan Public Health Institute. The audit covered fiscal years 2024 and 2025, when the state established nine high-level agreements and 857 project agreements totaling about $435 million. Audit staff said many files lacked deliverable information, adequate subcontractor budget support or underlying support for reported costs. The reported findings concerned state oversight and documentation and did not establish fraud or improper spending by MPHI.

Donor relevance
Why this matters
MPHI administers a large volume of publicly funded health work. Weak statements of work, cost support and deliverable tracking can limit the state's ability to assess performance and the proper use of hundreds of millions of dollars.
