Michigan auditors told lawmakers that state oversight of Michigan Public Health Institute agreements was insufficient

At a September 22 legislative hearing, Michigan Auditor General staff described deficiencies involving the Michigan Department of Health and Human Services’ oversight of agreements with the Michigan Public Health Institute. The underlying performance audit reviewed 20 agreements totaling about $90 million and reported deficiencies in all 20. Auditors cited inadequate support for subcontracted work, missing documentation behind many financial reports, payments made before work-status reviews and potential conflict risks involving approval by institute-affiliated or former institute employees. The audit examined $435 million in agreements during fiscal years 2024 and 2025. The findings primarily concern state contracting and monitoring controls; they do not establish that the institute committed fraud or misused funds.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The institute administers substantial public-health funding and employs hundreds of staff working with the state health department. Weak documentation, payment review and conflict controls could make it difficult for taxpayers, lawmakers and donors to determine whether funds produced the promised work.
