Sangamon County prosecutor declined charges after Phoenix Center grant-fraud investigation
Illinois Times reported that the Sangamon County state’s attorney decided not to file criminal charges following an Illinois Department of Public Health and State Police investigation into alleged improper HIV-testing grant billing. The investigation and funding suspension had already contributed to a leadership departure, program reductions and a decline from as many as 20 full-time employees to two.
Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.
Donor relevance
Why this matters
The no-charge decision closes the criminal review but does not itself restore state grants previously worth an estimated $500,000 to $1 million annually. The organization remains heavily downsized and donor-supported.

Who reported or established this

What remains unverified
No Halo has not established what billing conduct occurred, who was responsible, why prosecutors declined charges, whether administrative findings remain or whether state funding and payment eligibility will be restored.
Right of reply
Organization response
Silva said the organization had been fundamentally restructured and had implemented safeguards requested by the state. Phoenix Center said the allegations had cast a long shadow over the charity and expressed hope that the completed investigation would allow funding to restart.
