Heartland Human Care Services says it will close Cook County’s only residential alternative to youth detention after a stability review

WTTW reported that Heartland Human Care Services will close the Manuel Saura Center on November 30. The center provides pretrial residential care and case management for children and is the only shelter alternative to Cook County’s juvenile detention center. The nonprofit said it made the decision after reviewing the program’s long-term stability. The number of affected employees had not been established.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The planned closure removes the county’s only residential alternative to juvenile detention and follows four other Heartland shelter closures during 2026. It raises material questions about service continuity, staffing and the nonprofit’s ability to sustain residential programs.
