Federal plea agreement says Abundant Blessings executive admitted fraud involving homelessness funds

A plea agreement filed in federal court says executive director Alexander Soofer admitted participating in a bribery and false-referral scheme involving publicly funded homelessness programs. According to the Justice Department, Soofer admitted obtaining $23 million in public money, at least some through fraud, and using at least $2 million for personal enrichment and unrelated businesses. The agreement says records were created for purported participants who did not live at program sites.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The admitted conduct concerns whether public payments represented real housing placements and services for people experiencing homelessness. False participant records can conceal both financial loss and failures in service delivery.
