Federal plea agreement says Abundant Blessings executive admitted fraud and money laundering

The Justice Department announced that executive director Alexander Soofer agreed to plead guilty to wire fraud and money laundering. According to the filed plea agreement, Soofer admitted obtaining $23 million in public homelessness funding, receiving at least some of it through fraud, and taking at least $2 million for personal enrichment and unrelated businesses. He also admitted participating in a referral-bribery scheme involving supposed program participants who did not live at funded sites.

Donor relevance

Why this matters

The admitted conduct concerns diversion of homelessness funding, fabricated or ineligible program participation and payments to influence client referrals. It also raises substantial oversight questions for agencies and intermediary nonprofits that funded the organization.
