Rare announced a results-based ocean conservation facility designed to pay only for independently verified outcomes
Rare, the Ocean Risk and Resilience Action Alliance and Levoca launched the Deep Blue Outcomes Payment Facility during Climate Week in New York. The facility is designed to pool government and philanthropic outcome funding and release payments when independent verification confirms agreed conservation results. Rare said the facility would seek an initial close of approximately $50 million and could eventually grow to $100 million for community-led fisheries, reefs, mangroves and coastal-resilience projects.
Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.
Donor relevance
Why this matters
The model is a meaningful financing innovation because it ties payment to verified ecological and community outcomes rather than activities alone. If funded and implemented as described, it could expand long-term capital for locally led conservation while creating clearer accountability for results.

Who reported or established this
Rare and its partners announced the facility, its intended verification structure and its fundraising ambitions in a joint press release.
Evidence limits
What remains unverified
No Halo has not independently confirmed committed capital, a first financial close, selected projects or achieved outcomes. The $50 million and $100 million figures are ambitions, not established funding, and the new facility’s effectiveness remains unproven.

Organization response
Rare said the facility builds on its small-scale fisheries impact-bond experience and is intended to direct more capital toward communities delivering measurable improvements in ecosystem health and human well-being.
