Federal court grants temporary relief in Campaign Legal Center-backed challenge to taxpayer-funded political advertisements

The U.S. District Court for the Southern District of New York issued a temporary restraining order on October 11 blocking further use of challenged Department of Homeland Security funds for political advertisements. The court found that the moving plaintiffs had made the required preliminary showing, including a substantial likelihood of success on their appropriations-law claims. Campaign Legal Center reported the ruling as a victory in litigation it supported. The order was temporary and did not finally decide the case.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The order is independently documented, mission-aligned evidence of near-term litigation impact. It halted the challenged spending while the case proceeds, but donors should not treat a temporary order as a final judgment on every claim.

Attribution

Who reported or established this

Campaign Legal Center published the case update. U.S. District Judge Jennifer L. Rochon issued the temporary order and supporting opinion in Common Cause et al. v. Department of Homeland Security et al.

Evidence limits

What remains unverified

No Halo has not established the lawsuit’s final outcome, whether all challenged advertisements and payments ceased, or whether the temporary order will be extended, modified, appealed or dissolved. Common Cause itself did not join the emergency motion because it did not claim the same immediate irreparable harm as the moving plaintiffs.

Right of reply

Organization response

Campaign Legal Center publicly characterized the temporary order as a court victory and posted the order and opinion among its rule-of-law case materials.
