Vermont settlement resolves neglect and Medicaid overbilling allegations against Northeast Kingdom Human Services

Northeast Kingdom Human Services agreed to pay Vermont $65,335 and implement reforms following a state Medicaid fraud and neglect investigation, Vermont Public reported. The settlement alleged inadequate supervision and care planning for an adult with severe developmental disabilities between 2022 and 2024. It also addressed a therapist's billing of 149 one-hour Medicaid sessions when shorter appointments were allegedly provided, producing slightly more than $8,000 in overpayments. The required reforms include expert review of support plans for clients who may present public-safety risks.

Status matters. This page records a sourced development, not a completed No Halo investigation. An allegation is not a finding. Dismissals, settlements, judgments, corrections and final outcomes remain distinct.

Donor relevance

Why this matters

The settlement establishes a financial resolution and specific care reforms while also documenting that the organization identified and reported part of the billing problem itself.

The neglect and billing allegations came from the Vermont attorney general's investigation and settlement, as reported by Vermont Public.

Evidence limits

What remains unverified

No Halo has not independently established the full extent of the care or billing problems. Separate claims in a former employee's pending lawsuit concern different billing practices and were not resolved by this settlement.

Right of reply

Organization response

Vermont Public reported that the organization did not dispute the settlement allegations and that it had internally detected and reported the upcoding issue. Northeast Kingdom Human Services has denied the separate allegations in the former employee's ongoing lawsuit.
